Strumpshaw Neighbourhood Plan
Neighbourhood Plans were introduced by the Localism Act 2011. They enable communities to have a say about the development and growth of their local area by introducing local planning policies which (if the Neighbourhood Plan is successful at examination and referendum) form part of the statutory Development Plan. This means the Neighbourhood Plan must to be taken into account when assessing planning applications for new development in that area.
Review of Strumpshaw’s Neighbourhood Plan
The current plan, adopted in 2014, covers the period up to 2026 and forms part of the development plan for the district. It is one of the main considerations in determining any future planning applications submitted in Strumpshawnd the Parish Council secured central and local government grants to cover the costs associated with completing the Neighbourhood Plan review. .
A Steering Group, formed to review and update the Neighbourhood Plan for the next 15-20 years, is providing regular updates to the Parish Council.

On the back of our first public consultation in March 2024, the Steering Group has made significant progress across a number of key areas of the revised plan. These include the development of a Housing Needs Assessment, a Design Code and a first draft of policies that will form the basis of the Neighbourhood Plan.
Next steps (and estimated timetable for 2025)
- Regulation 14, pre-submission consultation for 6 weeks on the draft Neighbourhood Plan, starting with an exhibition of the policies on 1 February. Consultation closes on 17 March.
- Late March: collate responses (Rachel Leggett & Associates, Consultant and Project Manager)
- Early April: Steering Group to consider all responses and whether they want to amend the Neighbourhood Plan accordingly. This may take a couple of meetings.
- May: Amendments to the Neighbourhood Plan
- May/June: Prepare Consultation Statement (consultant). Prepare Basic Conditions Statement (consultant).
- June/July: submit Neighbourhood Plan and all supporting documents to Broadland District Council and the Broads Authority
- Summer: Broadland District Council to check Neighbourhood Plan and undertake consultation of their own.
- Autumn: Examination followed by amendments
- Late Autumn/Winter: Referendum – if needed. This will be up to the Examiner, depending the significance of the change since the previously adopted Neighbourhood Plan.
